Balancing Model Complexity, Data Requirements, and Management Objectives in Developing Ecological Reference Points for Atlantic Menhaden

Atlantic menhaden is an important forage fish and the target of largest fishery along US East Coast by volume. Since 1999, managers at States Marine Fisheries Commission, stakeholders, scientists have been interested in developing ecological reference points (ERPs) that account for menhaden’s role as a species. To accomplish this, we developed suite modeling approaches incorporated predation on changes productivity over time allowed evaluation trade-offs between harvest ecosystem management objectives. These ranged complexity, from models with minimal data requirements few assumptions to extensive needs detailed assumptions. This included surplus production model time-varying intrinsic growth rate, Steele-Henderson model, multispecies statistical catch-at-age Ecopath Ecosim (EwE) limited predator prey field, full EwE model. We evaluated how each could address managers’ objectives compared outputs across approaches, highlighting their strengths, weaknesses, utility. All produced estimates age-1 + biomass exploitation rate were similar trend magnitude single-species especially recent years. While less complex relativity easy implement update, they lacked key elements needed manage multiple species simultaneously. More required wider array more difficult update within current time-frames, but useful framework managers. Ultimately, intermediate complexity coupled existing assessment was recommended use management.
